It is a composite score of eight variables describing availability of infrastructure, affordability of access, educational level, quality of information and  communication technology (ICT) services, and Internet usage. "The DAI was compiled by the International Telecommunications Union(ITU) and released in November, 2003.  The data presented contains 2002 data for 178 countries.  ITU plans on updating this index annually."
