"Antiretroviral therapy coverage is the percentage of people with advanced HIV infection receiving antiretroviral combination therapy (ARV or ART) according to nationally approved treatment protocol (or World Health Organization/Joint United Nations Programme on HIV/AIDS standards) among the estimated number of people with advanced HIV infection. ART can dramatically reduce HIV-related mortality and improve the quality of life of those infected."

"The level of coverage is a measure of the number of people receiving antiretroviral therapy divided by the total number of people estimated to need treatment. This method slightly underestimates coverage, since the number of people estimated to need antiretroviral therapy includes both children and adults, and few countries provide treatment data for children. However, children account for a small proportion of the total number of people receiving treatment, probably less than 6%."

"The numerator is determined by national program monitoring reports that are submitted to UNAIDS by member countries. If a country does not submit this report, UNAIDS supplements the information by obtaining available country-specific coverage data from WHO offices. The denominator is determined from the latest sentinel surveillance data.  Sentinel surveillance involves the collection of HIV prevalence and detailed risk behaviour information from individuals considered high risk at sentinel sites including health facilities (e.g. antenatal clinics (ANC), sexually transmitted infection (STI) clinics) or in communities or sub-population groups such as sex workers or injecting drug users. The number of adults with advanced HIV infection is assumed to be 15% of the total number of infected adults."

"The reliability of the national data presented in national reports is dependent on the quality of information provided by the countries themselves. Some countries have very small or highly localized epidemics so the rates presented here do not necessarily reflect on national commitment and action. This indicator does not distinguish between the different types of therapy available nor does it measure the cost, quality, or effectiveness of the treatment.  "
