"Data are available from 1983 to 2008, although data are sparse prior to 1995. Most of the 208 countries in the International Telecommunication Union (ITU) dataset are available, though not for all years. The ITU updates their Telecommunication indicators several times a year. The most recent updates incorporated by WRI are from June, 2009."

"Telecommunication data are supplied by annual questionnaire sent to telecommunication authorities and operating companies. These data are supplemented by annual reports and statistical yearbooks of telecommunication ministries, regulators, operators and industry associations. In some cases, estimates are derived from ITU background documents or other references."
