"Military expenditure is defined by the Stockholm International Peace Research Institute (SIPRI), derived from the North Atlantic Treaty Organization (NATO) definition, as ""all current and capital expenditure on: a) the armed forces, including peacekeeping forces; b) defense ministries and other government agencies engaged in defense projects; c) paramiltary forces, when judged to be trained an equipped for military operations; and d) military space activities."" Values are expressed here as a percent of Gross Domestic Product (GDP). Expenditures include the cost of procurements, personnel, research & development, construction, operations, maintenance, and military aid to other countries. Civil defense, veterans' benefits, demobilization and destruction of weapons are not included as military expenditures. Expenditure as a share of GDP roughly indicates the economic burden placed on the national economy from military activities. Although national defense is an important function of government, and security from external threats contributes to economic development, high levels of defense spending burden the economy and may impede growth."

In the many cases where SIPRI cannot make independent estimates, it uses the national data provided.
