"Per Capita Internal Renewable Water Resources is the average annual volume of water generated within a country's borders on a per person basis. It is comprised of the average annual flow of rivers and the recharge of groundwater (aquifers) generated from endogenous (internal) precipitation. Natural incoming flows originating outside a country's borders are not included in the total. Even though IRWR measures a combination of surface and groundwater resources, it is typically less than the sum of the two because of overlap--water resources that are counted with both surface and groundwater (see the Methodology section for a more complete description of overlap)."

Two types of exchanges create overlap: contribution of aquifers to surface flow and recharge of aquifers by surface runoff. Aquifers contribute to surface flows in humid temperate or tropical regions and in special cases in regions called karstic domains (containing a porous karst limestone rock matrix). Surface water flow recharges groundwater by infiltrating through the soil during floods in arid, semi-arid, and karstic areas. "While AQUASTAT represents the most complete and careful compilation of water resources statistics to date, freshwater data are generally of poor quality.    Information sources are various but rarely complete.  Access to information on water resources is still sometimes restricted for reasons related to sensitivity at the regional level.  The accuracy and reliability of the information vary greatly among regions, countries, and categories of information, as does the year in which the information was gathered.  As a result, no consistency can be ensured at the regional level on the duration and dates of the period of reference."
