EU to help China test carbon capture

The European Union said Thursday it will give China up to euro50 million ($70 million) to build a carbon capture and storage plant that will test a technology aimed at limiting climate change.

Less than five years later, the landscape is markedly different. China's first near-zero-emissions coal plant won state approval this month -- an apparent formality, since construction already is far under way. Two other pilots are in the works, including one in inner Mongolia that could be the largest sequestration project in the world. Conferences on carbon capture in China now routinely feature high-level government and industry leaders.

New York moves forward on regulatory framework for CCS...''We will be working very hard to get two-house passage on this in the next three weeks. Once we do that, we will be able to demonstrate to the federal government that New York has prepared a statutory framework that will effectively deal with carbon capture and sequestration. I was very happy to see this bill come up from the governor's office.''
