North West Upgrading has a contractually related company, Enhance Energy Inc., where Mr. MacGregor is also the chairman. It would capture greenhouse gas from the upgrader and pipe it to oil fields in the Red Deer area of Central Alberta, where it would be injected into a reservoir owned by Fairborne Energy Ltd. to boost oil production.

Enhance is building a 250-kilometre pipeline between the Heartland area and the Red Deer area. Its goal is to eventually build a pipeline system to match greenhouse gas emitters with mature oil fields.

Enhanced oil recovery could yield an additional 1.1 billion barrels of oil from mature reservoirs in Southern Alberta and dispose of two billion tonnes of CO2, or the equivalent of permanently taking 2.6 million cars off the road, Mr. MacGregor said.

"We think this is going to be a really big-scale business," Mr. MacGregor said. "It will be the largest CCS project in the world."

Chinese power giant Huaneng will launch its second pilot carbon capture project in Shanghai at the end of this year, but high costs are holding back further progress.

The project, located to the west and south west of Eneabba, consists of a 400-450 megawatt coal fired power station, a 360mw gas fired power station and includes plans to phase in up to 2.9 million tonnes per annum of carbon capture and sequestration as a separate project when feasible.
