About Tao

(Tom) HuTao is the Senior Associate at Institutions ad Governance Program for the International Financial Flows and the Environment (IFFE) project which works to improve the environmental and social decision making and performance of public financial institutions. He has been working on national and international environmental policy for 20 years, with specific focus on international trade and environment issues, control of air pollutants and greenhouse gases, and environmental governance issues.

Prior joining WRI, he was the Senior Environmental Economist at the Policy Research Center for Environment and Economy (PRCEE) of the Ministry of Environmental Protection (MEP) of China. Before that, he served as Chief Expert of the MEP Trade and Environment Expert Group and worked as Senior Coordinator of the UN-China Climate Change Framework Program (CCPF), UNDP and was a Research Fellow at Institute of Geography and Resources of Chinese Academy of Sciences (CAS).

He has been a Visiting Professor at the Beijing Normal University (BNU) School of Environment, a Visiting Professor at the Qingdao University of Science and Technology (QUST) School of Environment and Safety, and an Affiliated Faculty Member of the Oregon State University (OSU) College of Business.

He received his Ph.D. in Ecological Economics from Graduate School of Chinese Academy of Science (CAS), China.
