WRI’s Manish Bapna to Participate in VERGE DC Keynote Panel

On Wednesday, March 14, WRI’s Interim President, Manish Bapna, will be participating in a keynote panel discussion at the VERGE DC conference in Washington, D.C. hosted by Greenbiz.

The U.S. Environmental Protection Agency issued today the first national standards to control mercury and other toxic air pollutants from coal-fired power plants. These standards follow from the bi-partisan 1990 Clean Air Act Amendments that mandated that EPA require control of toxic air pollutants including mercury.

As the climate talks concluded today, Parties agreed to move forward with a “Durban Package” that includes a pathway forward on a legally-binding instrument for all countries, an agreement on a second commitment for the Kyoto Protocol, and a set of decisions to implement the Cancun Agreements, including the Green Climate Fund.

This paper builds a case for the need to clarify the assumptions, methodologies, and other critical details underlying non-Annex I nationally appropriate mitigation actions (NAMAs). It also explains how common accounting rules for Annex I targets will resolve the lack of clarity surrounding targets for developed countries. It concludes with decisions that can be made in COP17 Durban to formalize both common accounting rules for Annex I targets and a clarification process for non–Annex I actions.
